Full Journal pdf2016-04-01 House Journal Page 2019 HB 27 The following, which was advanced to third reading from the March 31, 2016, calendar (page 1997), was read the third time: CS FOR SPONSOR SUBSTITUTE FOR HOUSE BILL NO. 27(JUD) "An Act relating to the duties of the Department of Health and Social Services; relating to hearings on and plans for permanent placement of a child in need of aid; relating to school placement and transportation for children in foster care; relating to foster care transition programs; relating to emergency and temporary placement of a child in need of aid; relating to transitional living arrangements for children in foster care; and amending Rule 17.2, Alaska Child in Need of Aid Rules of Procedure." Representative Wilson moved and asked unanimous consent that CSSSHB 27(JUD) be returned to second reading for the specific purpose of considering Amendment No. 1. There being no objection, it was so ordered. Amendment No. 1 was offered by Representatives Wilson and Gattis: Page 7, line 12: Delete "a new subsection" Insert "new subsections" Page 7, following line 24: Insert a new subsection to read: "(y) If the department decides to allow a child to remain in the child's current school under (x) of this section, the department shall hold a meeting not more than 30 days after the date the child is transferred from one placement setting to another to provide an 2016-04-01 House Journal Page 2020 opportunity for the child's parents or guardian, grandparent, and foster parent or out-of-home caregiver to give input regarding whether it is in the child's best interest for the child to continue to attend the child's current school. The department shall notify the child's parents or guardian, a grandparent who is entitled to notice of hearings under AS 47.10.030(d), and the child's foster parent or out-of-home caregiver at least seven days before the meeting. The department may conduct a meeting under this section in person, by telephone, or through electronic communication." Representative Wilson moved and asked unanimous consent that Amendment No. 1 be adopted. There being no objection, it was so ordered. Representative Chenault stated, that without objection, CSSSHB 27(JUD) am would be returned to second reading. Representative Wilson moved and asked unanimous consent that the House rescind previous action in adopting Amendment No. 1. There being no objection, it was so ordered. Representative Wilson moved and asked unanimous consent that Amendment No. 1 (page 2019) be adopted. Representative Millett objected. Amendment to Amendment No. 1 was offered by Representatives Wilson and Gattis: Under Page 7, following "Insert a new subsection to read:" Delete "If the department decides to allow a child to remain in the child's current school under (x) of this section, the" Insert "The" Representative LeDoux moved and asked unanimous consent that Amendment to Amendment No. 1 be adopted. 2016-04-01 House Journal Page 2021 Representative Millett objected and withdrew the objection. There being no further objection, Amendment to Amendment No. 1 was adopted. Representative Millett withdrew the objection to Amendment No. 1. There being no further objection, Amendment No. 1 as amended was adopted. CSSSHB 27(JUD) am was automatically in third reading. Representative Spohnholz moved and asked unanimous consent to abstain from voting because of a conflict of interest. Objection was heard, and she was required to vote. Representative Millett moved and asked unanimous consent that Representative Kawasaki be excused from a call of the House today. There being no objection, it was so ordered.
